Kevin Steen

President and CEO

A recognized leader in the satellite industry, Kevin Steen became President and CEO of Eutelsat America Corp. (EAC) in May of 2024. Kevin is also President and CEO of OneWeb Technologies (OWT). A recognized leader in the satellite industry, Kevin Steen became President and CEO of Eutelsat America Corp. (EAC) in May of 2024. Kevin is also President and CEO of OneWeb Technologies (OWT). EAC and OWT completed their combination in early 2024.

Prior to joining OneWeb Technologies in 2022, Kevin served as CEO of iDirect, a market leading ground segment technology provider for commercial products and the U.S. Department of Defense. During his tenure at iDirect, he oversaw the company’s revenue and market share doubling in size through organic and inorganic growth strategies.

Kevin has more than 20 years of experience in technology business development and operating executive positions. Previously, he was Vice President of Mergers and Acquisitions at SAP Americas, where he participated in strategic M&A activities. Kevin holds an MBA from Northeastern University and a Bachelor of Science from the University of Denver. He sits on a number of  boards in a financial and operations advisory capacity.

Kevin is known for his strong customer relationships, successful track record in balancing strategy against execution, and enthusiasm for developing exceptional leadership teams. Tony Rayner, Chief Operating Officer, leads commercial and technical operations for Eutelsat America Corp. (EAC). After serving a key role as a consultant in the establishment of what is now EAC, Tony joined EAC on a full-time basis in 2003 and served as SVP, Business Development prior to assuming the COO role.

Prior to EAC, from 2000-2002, Tony was Director of Network Operations for Diversified Communications Inc. (DCI) after it absorbed the Teleglobe business, where he served as Implementation Manager, Broadcast Network. Prior to that Tony held a variety of business and technical operations roles at Kingston TLI, Worldspace, Worldwide Television News – WTN (now part of APTN), NTL (now part of Arqiva), Starbird Satellite Services (part of WTN) and British Aerospace Communications.

Tony began his career at British Telecom International and has an HNC in Communications Engineering and an ONC in Communications from Cornwall College of Further and Higher Education.

Stefan M. Lopatkiewicz

Stefan Lopatkiewicz is General Counsel of Eutelsat America Corp. Prior to joining Eutelsat America in March 2011, Mr. Lopatkiewicz served as lead external counsel for Eutelsat Inc., the predecessor to Eutelsat America, beginning in 2003, and then for Eutelsat America beginning with its incorporation in 2006.

Mr. Lopatkiewicz has specialized throughout most of his career in the telecommunications industry, with emphasis on its satellite sector. His practice at a succession of three major law firms included both commercial and regulatory components.

From 1997 to 1999, he served as General Counsel of Sky Station International, which sought to commercialize stratospheric dirigibles as platforms for high-density broadband services. In 1984, he was part of a team that negotiated a groundbreaking set of contracts among NASA, Hughes and Lloyds of London for the first retrieval from dysfunctional low-earth orbit of two satellites, the Westar 6 and Palapa B2, using the Space Shuttle. He served his active-duty military commitment as an Air Force officer assigned to the Office of Air Force General Counsel at the Pentagon where he was a member of the government contracting team.

Mr. Lopatkiewicz is a graduate of the University of Virginia Woodrow Wilson School of Government and Foreign Affairs, and of Harvard Law School, where he served as Editor-in-Chief of the Harvard International Law Journal.

Paul Attner is the Senior Vice President of Government Services for Eutelsat America Corp. Paul is responsible for sales revenues for Eutelsat’s US entity. These responsibilities include developing business utilizing the Eutelsat satellite fleet covering Europe, Africa and the Middle East.

Before joining the company in April 2008, Paul served as Senior Sales Director at Intelsat. Additionally, he was employed 10 years with Loral Skynet in various positions that included VP of Sales, VP Marketing, Director of Product Management and Business Development. Prior to that, Paul spent 10 years at AT&T in their Network Services division. Paul holds an MBA in Technology Management at Fairleigh Dickerson University and a BS in Finance at Montclair State University.

Lesley Rahman serves as the Senior Vice President of Engineering and Service Delivery for Eutelsat America Corp. Lesley is responsible for day-to-day technical operations, Sales Engineering, bid support for space segment and managed services, assisting with new service development, and IT services including IA pre.

Lesley previously served as Director of Engineering at Intelsat General Corporation (IGC), Intelsat’s US Proxy-established business unit where she managed Customer Sales Engineering, Ground Systems Engineering and IT. Prior to joining IGC, Lesley held several space and satellite technology positions at Honeywell Technology Solutions, notably as the GOES-R Space-Ground Communications Development Manager. Prior to that, Lesley served as Mission Planning Engineer for ANSER Corporation.

Lesley holds a BA in Applied Mathematics from Carroll College and an MS in Space Studies from the University of North Dakota.

Chris Hetmanski, Senior Vice President of Strategic Product Development, brings more than 25 years of satellite and telecom industry experience developing, deploying and operating mobile and fixed satellite services in support of U.S. government, military, and commercial applications. His background includes the design and launch of custom satellite communication networks in the U.S. Government space, as well as the development, operation and maintenance of Inmarsat Land Earth Stations.

Prior to joining Eutelsat America, Chris was VP & General Manager, Managed Networks Services at UltiSat where he was responsible for developing the company’s portfolio of satellite communication products, services, and end-to-end managed network solutions.

Chris played a key role in the technical development of several satellite communication companies, including Airbus DS Satcom Government, Inc. (ASGI) and Vizada, where he served as Chief Technology Officer. Chris began his career as a software engineer with The MITRE Corporation and later joined COMSAT Mobile Communications, Lockheed Martin Global Telecommunications and Telenor Satellite Services, where he served in key technical, operational and/or management roles.

Chris has a dual B.S. in mathematics and Computer Science from Loyola University in Baltimore, Maryland and an M.S. in Software Engineering from the University of Maryland.

Dr. Pamela (Pam) Drew is a corporate board director and also serves on various non-profit and educational organizations. She’s led an extensive career as a P&L leader in aerospace & defense, high technology R&D and technical services with an emphasis in computer science such as data analytics, cyber and digitally enabled or enhanced operations.

Her distinguished career path includes top-level executive positions with Boeing, Northrop Grumman, TASC and ITT Exelis. She currently serves on the boards of Eutelsat America Corporation and QinetiQ Inc. She is a National Association of Corporate Directors (NACD) Governance Fellow and holds an NACD Cybersecurity Oversight certificate.

She is a nationally recognized aerospace expert and member/chair of various advisory boards including the National Academy of Science and Defense Science Board, the President of the Board of Trustees for the United States Air Force Museum Foundation, a member of the University of Colorado, Boulder Strategic Advisory Council and the National Academies of Science, Engineering and Medicine.

She has outstanding academic credentials that include an MS and PhD in Computer Science from the University of Colorado, Boulder.

Stephen W. Preston, a partner at WilmerHale and chair of the firm’s Defense, National Security, and Government Contracts practice, brings his extensive legal experience, which includes investigations, litigation, federal procurement, civil fraud, foreign investment in the United States, cybersecurity, strategic counseling, and crisis management, to the Eutelsat America Corp. board.

Before returning to WilmerHale in 2015, Preston was general counsel of the Department of Defense (DOD) and, prior to that, general counsel of the Central Intelligence Agency (CIA)—the first person to have held both of these Senate-confirmed positions. He also served as general counsel of the Navy and in other positions at the Pentagon and the U.S. Department of Justice. In recognition of his contributions while in office, Preston received the highest awards presented to civilians by the DOD and the CIA, as well as the Department of State, the Office of the Director of National Intelligence, and the Department of the Navy.

When not working in government, Preston has practiced law at WilmerHale, initially from 1986 to 1993, 2001 to 2009, and from 2015 to present. He has written and spoken widely on topics relating to law and national security, and he has testified before Congress on several occasions. In 2015, Preston received an adjunct faculty appointment to teach at Yale Law School as the Oscar M. Ruebhausen Distinguished Visiting Lecturer in International Conflict and Security Law. He was appointed to the President’s Intelligence Advisory Board in 2016.

Preston serves on the Board of Trustees of The Aerospace Corporation, on the Board of Directors of the National Defense Industrial Association, on the Board of Directors of the CIA Officers Memorial Foundation, and as counsel to the Board of Trustees of In-Q-Tel, Inc. He is a fellow of the American Bar Foundation and a member of the Council on Foreign Relations, and he has been active with the American Bar Association’s Standing Committee on Law and National Security, the Intelligence and National Security Alliance’s Legal Affairs Roundtable, and the American Society of International Law’s Executive Council.

Preston earned a bachelor’s degree (summa cum laude) from Yale University, and a JD (magna cum laude) from Harvard University.

She oversees a global workforce delivering strategic technology solutions and professional services focused on network transformation, infrastructure modernization, wireless communications, and advanced technical capabilities.

Her thirty-plus years of government and industry experience include positions as Chief Information Officer (CIO) for the National Reconnaissance Office, Deputy CIO for the Central Intelligence Agency, and Director of the Diplomatic Telecommunications Service for Department of State.

Jill serves on the Board of Trustees for the University of West Florida and the Governing Board for the International Spy Museum. She has numerous career awards including a six-time Wash100 award recipient.

Jill holds a B.S. in systems science and an M.S. in systems analysis from the University of West Florida.
