Eutelsat America Corp. and OneWeb Technologies Inc Announce New COO and CTO Executive Appointments
HOUSTON, April 16, 2025 – Eutelsat America Corp. and OneWeb Technologies Inc (EACOWT), which operate as a wholly owned independent U.S. proxy company and subsidiary of Eutelsat Group, today announced the appointment of Joe Uglialoro as chief operating officer (COO) and general counsel (GC), and Chris Hetmanski as chief technology officer (CTO), effective immediately.

Having Joe and Chris take on expanded roles in the organization enhances our capabilities. This move also reinforces our commitment to delivering secure, reliable satellite communications for the U.S government, other allied nations and our commercial customers.”
Joe Uglialoro will continue serving as EACOWT’s GC while assuming additional responsibilities as COO. With more than 20 years of experience in government contracting, legal and compliance roles, Joe brings extensive expertise in managing legal and operational functions within the telecommunications and satellite industry. In his combined role as COO and GC, Joe will lead the Operations, Engineering, Security Operations, Legal and Compliance teams to ensure the timely, compliant and effective delivery of services to EACOWT customers. His deep understanding of regulatory frameworks and his experience navigating the complexities of operating as a U.S. government proxy company make him a valuable asset to the organization. Before joining OneWeb Technologies in 2021, Joe held key positions at global telecommunications companies, including France Telecom, PSINet and Intelsat General.
Chris Hetmanski will take on the role of CTO, having previously served as the company’s Senior Vice President of Strategic Product Development. As CTO, Chris will draw on his more than 30 years of industry experience to lead the development of EACOWT’s comprehensive technology strategy to support the company’s near- and long-term objectives. He will also lead the PMO, Sales Engineering and Integration Engineering teams to deliver innovative solutions for EACOWT’s customers. Before joining Eutelsat America Corp. in 2023, Chris served as CTO and general manager of Managed Network Services at UltiSat, where he was responsible for developing the company’s portfolio of satellite communication products, services and end-to-end managed network solutions. He also played a key role in the technical development of several satellite communication companies, including Airbus DS Satcom Government, Inc. (ASGI) and Vizada, where he also served as CTO.
