As Acting President and CEO and Chief Operating Officer of the Eutelsat America Corp. (EAC) and OneWeb Technologies (OWT), Ian Canning sets the combined entity’s overall strategic direction and growth along with leading the company’s day-to-day operations and development of the innovative solutions it brings to market.
Ian brings more than 30 years of global satellite communications experience to the organizations, subsidiaries of Eutelsat Group that operate as independent U.S. proxy companies.
Ian joined Trustcomm in 2012, helping lead its successful acquisition by OneWeb and transformation into a U.S. proxy company, and in 2024, he became COO of the combined EAC and OWT entity. Previously, he held senior management positions for Stratos Global Corp., the leading global provider of advanced mobile and fixed-site remote communications solutions. His responsibilities included leading the company’s global product and marketing portfolio, generating more than $700 million from advanced remote communications solutions and Stratos Advantage services. He also previously ran the company’s EMEA and Asia operations.
Ian also previously served as Director, Business Development EMEA and later as Director, Sales EMEA for Iridium Communications Inc. Prior to that, he held senior level positions at Inmarsat, Nortel Networks, Motorola Codex and Racal Datacom.
Ian holds a Master of Business Administration from London’s Greenwich School of Management.

Steve Perreault is Chief Financial Officer for Eutelsat America Corp. and OneWeb Technologies, where he leads all financial management for the combined entity, the U.S. subsidiary of Eutelsat Group.
Steve initially joined OneWeb Technologies in January 2022, after more than 17 years at the global news, information and software industry leader, Thomson Reuters, where he was Head of Mergers & Acquisitions Strategy. Steve held several finance and strategy leadership roles at Thomson Reuters, with responsibility for capital allocation, financial planning and analysis, financial systems and corporate strategy. He also previously served as general manager of two information and software businesses where he led double-digit revenue growth.
A veteran of the U.S. Navy, Steve served five years as a submarine warfare officer on USS Atlanta and USS San Francisco.
He holds a Master of Business Administration from MIT’s Sloan School of Management, and a Bachelor of Science degree in Chemical Engineering from Cornell University.

Joseph (Joe) Uglialoro serves as General Counsel for the combined company. He joined the executive team of Eutelsat America Corp. in June 2024 after the organization completed its combination with OneWeb Technologies. Joe brings over 20 years of Government Contracting experience to the team in various roles, such as General Counsel, Chief Operating Officer, and Chief Compliance Officer. In addition to responsibility for the legal function, he has had the opportunity to lead Contracting, Procurement, Security, Sales, and Human Resources teams.
Joe joined OneWeb Technologies in May 2021. Prior to joining OneWeb Technologies, Joe spent considerable time in the Telecommunications sector, including working for global companies such as France Telecom, PSINet and Intelsat General.
Outside of the office he served as the Law & Policy Advisor of the AFCEA Bethesda Chapter Board for over a decade before leaving in 2023, and from 2013 to 2016, Joe also served to support the National Security Telecommunications Advisory Committee.
Joe studied accounting at James Madison University to earn a B.B.A., and earned his Juris Doctorate degree from The Washington College of Law at American University in Washington, D.C.

Ed Slater is the Chief Commercial Officer for the combined Eutelsat America Corp. (EAC) and OneWeb Technologies (EAC). In this role, he is responsible for leading the development and implementation of the sales distribution and marketing strategy for the entity’s unique solutions offering access to GEO and LEO SATCOM connectivity.
Ed brings a more than 25 years of experience to EAC and OWT, both as an operator and in commercial delivery, including satellite communications, government business development, partnerships and operations. Most recently, Ed was Senior Vice President, Sales and Marketing at OneWeb Technologies, after previously serving as the company’s Senior Director of Sales and Director, Partner Development.
Prior to joining OneWeb Technologies in 2021, he was Director, Government Aviation at OneWeb and held multiple government business leadership positions at Satcom Direct Communications, the largest provider of Inmarsat L-band services to the Department of Defense (DoD).
Ed retired from the USAF in 2014 as a SMSgt. as Superintendent, Air Force One Communications. During his military career, he served in the 99th Airlift Squadron supporting the U.S. vice president, cabinet members, DoD leadership and federal agencies. He also served in the Presidential Airlift Group (PAG), where he ran programs to modify communications and enhance the technology and capabilities of Air Force One and led airborne communication for U.S. Presidents Bush and Obama.
Ed holds a Bachelor of Science degree in Information Technology Management from American Military University. At Andrews AFB, Ed was qualified on 747B, C-32A/B, C-20B/H, C-37A aircraft as both an instructor and evaluator.
Lesley Rahman

Lesley Rahman serves as the Chief Information Officer for Eutelsat America Corp. (EAC) and OneWeb Technologies (OWT), which operate in combination as a subsidiary of Eutelsat Group. Lesley is responsible for developing and implementing the organization’s overall information technology (IT) and cybersecurity strategy, including managing compliance policies and service providers, and ensuring smooth operation of the corporate IT network.
Lesley joined EAC in 2020 as Vice President of Engineering and Service Delivery, responsible for technical operations, sales engineering and bid support for space segment and managed services. She also assisted with new service development, and IT services including compliance with USG cybersecurity requirements. She was promoted to Senior Vice President in 2023.
Lesley previously served as Director of Engineering at Intelsat General Corporation (IGC), Intelsat’s U.S. Proxy-established business unit where she managed Customer Sales Engineering, Ground Systems Engineering and IT. Prior to joining IGC, Lesley held several space and satellite technology positions at Honeywell Technology Solutions, notably as the GOES-R Space-Ground Communications Development Manager. Prior to that, Lesley served as Mission Planning Engineer for ANSER Corporation.
Lesley holds a Master of Science in Space Studies from the University of North Dakota and a Bachelor of Arts degree in Applied Mathematics from Carroll College.

As the Head of Human Resources, Natasha is the driving force behind aligning organizational goals at Eutelsat America Corp. (EAC) and OneWeb Technologies (OWT). Initially joining OWT in 2023, Natasha is responsible for streamlining processes and implementing change management strategies for the newly combined entity. She also leverages her experience to cultivate a positive and productive work environment and works side-by-side with executive teams to achieve business objectives, among running other key HR functions.
Natasha brings an added level of business and financial acumen to the role, having previously served as an auditor at KPMG, one of the big four global accounting and auditing firms.
Natasha holds a Master’s in Business Administration from Strayer University and a Bachelor of Science in Accounting from Virginia State University.

Dr. Pamela (Pam) Drew is a corporate board director and also serves on various non-profit and educational organizations. She’s led an extensive career as a P&L leader in aerospace & defense, high technology R&D and technical services with an emphasis in computer science such as data analytics, cyber and digitally enabled or enhanced operations.
Her distinguished career path includes top-level executive positions with Boeing, Northrop Grumman, TASC and ITT Exelis. She currently serves on the boards of Eutelsat America Corporation and QinetiQ Inc. She is a National Association of Corporate Directors (NACD) Governance Fellow and holds an NACD Cybersecurity Oversight certificate.
She is a nationally recognized aerospace expert and member/chair of various advisory boards including the National Academy of Science and Defense Science Board, the President of the Board of Trustees for the United States Air Force Museum Foundation, a member of the University of Colorado, Boulder Strategic Advisory Council and the National Academies of Science, Engineering and Medicine.
She has outstanding academic credentials that include an MS and PhD in Computer Science from the University of Colorado, Boulder.

Stephen W. Preston, a partner at WilmerHale and chair of the firm’s Defense, National Security, and Government Contracts practice, brings his extensive legal experience, which includes investigations, litigation, federal procurement, civil fraud, foreign investment in the United States, cybersecurity, strategic counseling, and crisis management, to the Eutelsat America Corp. board.
Before returning to WilmerHale in 2015, Preston was general counsel of the Department of Defense (DOD) and, prior to that, general counsel of the Central Intelligence Agency (CIA)—the first person to have held both of these Senate-confirmed positions. He also served as general counsel of the Navy and in other positions at the Pentagon and the U.S. Department of Justice. In recognition of his contributions while in office, Preston received the highest awards presented to civilians by the DOD and the CIA, as well as the Department of State, the Office of the Director of National Intelligence, and the Department of the Navy.
When not working in government, Preston has practiced law at WilmerHale, initially from 1986 to 1993, 2001 to 2009, and from 2015 to present. He has written and spoken widely on topics relating to law and national security, and he has testified before Congress on several occasions. In 2015, Preston received an adjunct faculty appointment to teach at Yale Law School as the Oscar M. Ruebhausen Distinguished Visiting Lecturer in International Conflict and Security Law. He was appointed to the President’s Intelligence Advisory Board in 2016.
Preston serves on the Board of Trustees of The Aerospace Corporation, on the Board of Directors of the National Defense Industrial Association, on the Board of Directors of the CIA Officers Memorial Foundation, and as counsel to the Board of Trustees of In-Q-Tel, Inc. He is a fellow of the American Bar Foundation and a member of the Council on Foreign Relations, and he has been active with the American Bar Association’s Standing Committee on Law and National Security, the Intelligence and National Security Alliance’s Legal Affairs Roundtable, and the American Society of International Law’s Executive Council.
Preston earned a bachelor’s degree (summa cum laude) from Yale University, and a JD (magna cum laude) from Harvard University.

She oversees a global workforce delivering strategic technology solutions and professional services focused on network transformation, infrastructure modernization, wireless communications, and advanced technical capabilities.
Her thirty-plus years of government and industry experience include positions as Chief Information Officer (CIO) for the National Reconnaissance Office, Deputy CIO for the Central Intelligence Agency, and Director of the Diplomatic Telecommunications Service for Department of State.
Jill serves on the Board of Trustees for the University of West Florida and the Governing Board for the International Spy Museum. She has numerous career awards including a six-time Wash100 award recipient.
Jill holds a B.S. in systems science and an M.S. in systems analysis from the University of West Florida.
